It is good to have many maintainers in an area. Say
you have two people enlisted in an area. If one is not
in station or is held up with work and is not able to
do the needful, you can always contact the other
person.
If you find two next-door neighbours wanting to be
maintainers, it isn't fair to ask one of them to be a
maintainer for a far distant area where he doesn't
belong!
Everyone should have the freedom to contribute and
share the CDs rather than bureaucratically assign
people to areas.

He doesn't have to know. He can contact (e-mail/phone)
whomever he wants and proceed with what is available.
We shouldn't impose a restriction on the guy who needs
the CD. He should have the flexibility to contact any
of the maintainers.
