We are not saying NO. We are letting the person (who is searching for
CDs) to find out A (in case if B is not possible) is nearby instead of
listing A on all locations nearby.
The very first page of the wiki page says
... If you like to grab CDs, click on the location that is nearest to
your residence. ...
So if the person clicked on X say and if the person under X is out of
station, he can go and choose some other locatio nearby. We need not
list A under all locations that are nearby to X.
The term "nearby" refers to where the maintainer can
lend his CDs to. If A wants to service locations P
(residence) and Y (work place) and if P and Y are far
away places, you are suggesting that A be assigned to
P only. But, when A is willing to service Y, why
should we say no?
Actually the term "nearby" refers to the places nearby his residence.
For eg. washermenpet is nearby royapuram. So list your name *only*
under royapuram so that washermenpet users could find using simple
inference.
And if A uses to visit both P and Y (as in this case), A *can* be
listed under both P and Y, which is actuallly clearly stated in the
policy.

... Add your name, email and phone number under single location
(except in the case of multiple residences). (Do not list under nearby
locations) ...
Here *multiple residences* refer to P and Y which are not necessarily
nearby, but don't just list under nearby locations which are
considered to be redundant.
Btw, if the wiki page is confusing to understand just rephrase it. :)
