The budget is open for discussion, but Haiku Inc. certainly won't annoy 
all of our contributors with every little payment it has to make.
Haiku Inc. manages the funds, and it definitely has the authority to 
use them. It acts on behalf of the contributors, though, and will 
certainly not do anything that they don't want.

That's also why it's important to make this process as transparent and 
open as possible, which is what Matt has put in a lot of effort to make 
that happen.
