[BNU] Empower vs apex

I have a 14 year old student who has had an empower for about 5 years. She
has seen/used the apex at a visit to the school for the blind and naturally
wants the latest and greatest. (Don't we all!) but her family does not
contribute anything to her technology needs, and the school is strapped for
money.
(Another obvious fact.) What are some opinions on the need to up grade to
an Apex or continue to use the empower for this student- She is fully
included in the regular ed curriculum. average intelligence, sense of
entitlement, little appreciation for all that is provided for her to access
the curriculum.
I need to provide input to my supervisor.
