If your 21 days have expired you do not need to download the book again, instead you just renew your checkout which renews your license for another 21 days. Net library books can legally be transferred to dozens of devices with windows media player, making mp3's of these books isn't legal. NLS books cannot be transferred to any off the shelf mp3 player like net library books.
