Valerie, from my own experiences proofreading, the time individual volunteers seem to spend cleaning up their scans varies quite a bit. There are certain volunteers whose books I will proofread in a heartbeat because they take so much care when creating the rtf file from their scan that they're practically perfect books. I've also learned to skip checking out any submissions from some volunteers, because they've done little to clean up their scans. And there is a wide range in-between. From my own experiences over the last two years I've been proofreading I'd say that the most volunteers who scan do their best to review their scan and correct errors that they find.

Gosh, I thought that was a given unless pre-arranged with the scanner. I cannot imagine only doing the mechanical scan with no look through before sending on, but then again, sight helps because I see some things as the pages are recognized and note them immediately. I will warn Doug of known issues in scans before he starts picture descriptions. I like the idea of two pair of eyes/ears looking for issues before it isadded to the collection.
