You are both correct.

By themselves,  blank lines at the top and bottom of pages are completely 
optional.  However,    the same blank lines become very important when 
delimiting page numbers in running page headers and footers.  Here is how 
it works:


If the book has  page numbers at the top of pages -- usually in what is 
called a running header -- the page number should appear all by itself on 
the top line (line 1) of the page and should be left justified.  The page 
number should be immediately followed by a blank line.  The repeating part 
of any page header -- usually the name of the author or the title of the 
book -- should be completely deleted including any related spaces or tabs.


If the book has  page numbers at the bottom of pages -- usually in what is 
called a running footer -- the page number should appear all by itself on 
the very bottom line of the page and should be left justified.  The page 
number should be immediately preceeded by a blank line.  The repeating 
part of any page header -- usually the name of the author or the title of 
the book -- should be deleted, including any spaces or tabs.

How does this no needing of blank lines match up with the need to put 
in blank lines around page breaks and page numbers so that the 
stripper does not remove said page numbers. If I am confused I can 
only imagine how new validators feel. (sigh no grin)
