Christine, if you only got 21 replacements, thus you have only 21 page breaks,
and you after you've tried what Mayrie said about section breaks, if you still
don't have enough page breaks, and you don't have page numbers, you're going to
have a hard time putting in page breaks manually.
I hope you haven't done a lot of work on this book already. It sounds like
you may have to wind up rejecting it.
