The vector sum of the net tension and the gravitational force must be
normal to the earth's axis of rotation if the resultant motion is to be
circular. Hence, I don't think it's possible to anchor at a pole. Or
rather, if the anchor is at a pole, then the beanstalk will extend into
the ground, emerging somewhere nearer the equator.
