Mass ratio. structure  : fuel + payload

Airliners tend to have 1:1 relations
( With the second 1 split towards fuel and payload.:-)
NB ( short/medium range )  have more payload  WB (longrange) have more fuel.
( you could tanker an A330 to zero payload -)
