[windows2000] usrmgr - cannot find dc

Sorry, this is a NT4 question.
When I open User Manager on our PDC to add a user, I get this message --
"could not find domain controller for this domain." What in the world
would cause that on a PDC? All the network settings seem find.
Any suggestions?
