Traditional reasons for needing a separate forest, being that it needs a
different schema - outside of that, I think you are making your life
more difficult that it needs to be. Trying to integrate a separate
forest, isn't exactly the easiest thing, once you've decided to
consolidate.

Why not simply a different domain? And does it even need to be a
separate domain?

If it does *truly* need to be either a different forest, domain, or
merely OU structure - evaluate the technical criteria by which you would
choose to implement a separate construct - and if it doesn't meet that,
then don't do it.
