GPO loopback is the mechanism by which you can have a GPO, say for a
machine, effectively override GPO settings for a user that they would
normally pick via the users location. Sound kinda funky, but the general
premise being so that you could, say, have a GPO that applies to users
when they sign into terminal servers, a different GPO that applies when
they sign in on a laptop, and a different GPO that applies when they
sign into a normal PC desktop.

Otherwise, normally user type GPOs tend to apply merely by merit of
where the user is within AD.
