I would do a dedicated zdc and then a secondary zdc with a load rule to take fewer users than other servers. You said you have 20 servers. Is that 10 per site? You might be able to get away with just a reduced user load on the primary zdc at each location then. There's overhead for being a zdc. You don't want to starve it.
