Don, I have traced the 12 volt input of IC3 back to the relay. The relay is not being activated. Has 12 volts on relay coil. I have checked the transistor that grounds the other side of the relay coil and it is fine. Relay is fine. I have tried manually shorting the relay contacts. 12 volts come up, but still no clock and no function operation.
