HI Clint. In any power supply chirp case you gotta check the HOT for a
short first, in case 
of repeated chirps, the HV splitter is the one to suspect. The sparks from 
the A.C. plug is fairly normal.. I can even suppose the original problem
was the 
HV splitter and after so many tries HOT could have been shorted out
There should be much more on it, especially if we get to know 
the chassis number  Some of them, especially the ctc169 
missbehave verrry tipically
