These are arc lamps, somewhat related to fluorescent lamps in their power
requirements. In addition to starting the lamp, the ballast limits the
current to the lamp. The old type ballasts were transformers with a built in
inductor and a resonating capacitor. The new type is electronic running at
high frequency. A ballast failure could have put too much current to the
lamp and damaged it, so you had to replace the ballast and the lamp.
