[TCUG] TCC DLOA

With regard to the TCC project, many LHA's will have recently receive an
agreement to sign covering the exchange of information alluded to in the
Memorandum of Understanding, etc.  My AD is concerned that this is not
limited to an exchange between the TCC and Seftons UTC centre but also
includes a regular input from our Highways Dept., regarding road works,
events etc., that affect the road network.

There is an extra cost in staff time associated with obtaining,
co-ordinating and forwarding on a regular basis, such information.  We
have raised the issue of costs with David Ellis but this appears to have
been forgotten about.  Can I ask if any members have signed, have signed
subject to, or are currently discussing the cost element of this
commitment and have they actually got anywhere.

Although the system should have benefits for all, the cost element for
LHA's needs to be recognised.  This is a multi-million pound project
and, as usual, the consultants are making money out of it but LHA's
appear to be expected to swallow the cost.

Any thoughts would be appreciated.
