Maybe a variable intergreen pedestrian clearance is not the best
solution in this instance and you should go for a fixed maximum
clearance at all times or at least during college hours. It may be less
efficient but will be safer.

Regarding detection of slow peds, try contacting AGD 01452 854212 and
see=3D  if the threshold can be reduced or perhaps a=3D20modified
application of presence detector.
