Oh no Reginald Sir! Your intake though understandable has been overtaken by events. This idea must stop completely. You have said " a number of First Year students at the University of Nairobi will tell you that despite the challenges they face, the office of the Dean of Students has taken some concrete actions towards making their time in the institution much more manageable". Indeed they may have done so and so did Kenyatta university when I was there some long years ago! But this is not a dean of studies issue but all administrative organs which serve persons with disabilities. So I on my part strongly feels that those institutions that discriminate in one way or another persons with disabilities shod be answerable and be taken to task over such issues. Who knows! Maybe it is the good heart of the current dean in Nairobi University who has a good heart! Suppose as it happened during the time of the Israelites another dean arises who does not think persons with disabilities are human! And ceases to assist them! So the University administration must put as its directive in a circular to all faculties, Schools, Colleges, Departments ETC that persons with disabilities must be treated humanely and accorded equal rights like all students and staff.
