I see this frequently in the ICs we measure for IBIS models. We have seen the
slow corner faster than the fast. I think we have even seen the slow corner
stronger than the fast.
But when done properly the three corners for all practical purposes overlay
very nicely. Some companies have very good design teams.

If this buffer is PVT compensated, this can happen. The basic idea is to
speed up the slow corner and slow down the fast corner to give you more
or less uniform impedance over the PVT spectrum. So the result can be
slow corner performing faster than the fast corner due to a bit of
overcompensation.
