Tom, for geometries in typical use this does not seem to be a 
significant contributor to EMI.  Where it might start to become an issue 
is if we were to do something foolish like run a big fat trace over 
thick dielectric close to and parallel to a board edge.  That would make 
a nice antenna that both emits noise and welcomes ESD with open arms.
