Since these pups would be registered with the AKC as litters at least, I assume
the facility would have to be inspected by an AKC inspector. I remember when I
lived in the Amish country of PA, most knew when the Inspector was coming and
everything would be fine. If they got a surprise visit, they would say they'd
clean it up right away. It was an ongoing thing.
A lot still goes back to education "let the buyer beware". If people didn't
buy their pups, they would not raise them. Can't say all licensing is bad.
