If there is someone in the area that is abusing an animal (or multiple
animals) report it.  Call animal control, call the state, call the news.... 
go
after THAT person... but don't blame everyone else or try to restrict 
everyone
because of a few.

That is exactly what we did a couple of years ago for the 150 dogs of the 
amboy abuse.  The lady got fined less then a thousand dollars.  And is 
supposedly in buisness again  It is heartbreaking  especially when towns 
people knew what was going on.

It is not just a few there are a lot out there
