There is the answer in a nutshell...  because someone ELSE thinks it is  
their 
business to tell another  person how they should live.





But here's what's wrong with that line of thinking...what about the people  
who don't want to live next door to a whole bunch of dogs within city  limits?  
They have rights to.  They have rights not to have their  property values 
decrease because of what is next door; no matter if it's a bunch  of dogs or a 
deli or a bar or an auto salvage. You can have all the right you  want Ginger 
UNTIL they interfere w/ my rights.
