Nobody has found any mandate...but a misuse or miscommunication by some
agents of the rules, from what I can gather. If this was one or two incidents
where the dogs were held (not released to the owner,) then it wouldn't even be
a
blip, but counting up the events at this point some first hand, some second
hand, it appears to be a trend in SOME points of entry. I'll continue to
watch
and read. Thanks for your input, Paulette. If you hear anything more,
please let me know. Knowledge is power, and if these are events that are
increasing, it's best to hear about them, so the problem can be stopped quickly.
