Stormy, Brokers are licensed by the USDA. It is not easy to come by. A broker has attended many classes, taken exams and must go back to school on a regularly scheduled basis. These brokers must clear all types of goods coming into this county such as edibles, dry goods, semen for cattle, goats, chickens, meats, .flora etc. Some airports put animal clearance under the broker also. I mean pet animals like dogs, cats and some birds. There is a different form and gobs of paper work for each catagory of goods. Some city officials that are the Authority over airports make the decision to have ALL GOODS COMING IN CLEARED BY A BROKER. Some cities do not feel it is necessary for a broker to clear dogs and cats. The airport Authority has the say so in this. Many International Airports choose to have brokers clear EVERYTHING. they do not want to be responsible for a problem should the USDA determine that an animal was sent without the proper documentation. It is easier to have the Broker make sure all is in accordance with US Law. It takes the heat off of the Airport Authority and saves time and effort for airport staff.
