Since "some" of the people are being told that the dog wouldn't be released until they "had" a broker,(period,) there appears to be some miscommunication in the agents' instructions. If enough people complain (and mostly, those of whom were not allowed their dogs or told of the dogs' whereabouts ), maybe there will be some results.
