My bitch measures 24" at the withers.  She looks small, ask anyone who has 
worked with her.  But she is as big as she should be.

Size does matter. From the looks of males, especially, you will do better 
with one measuring OVER 26". Today, a 26" male looks small.

I didn't say it didn't matter I said it is subjective since we don't 
measure. A dog may look too large to me but to someone else he may look like a 
proper size.
