I thought about the Nikon problem and think it was probably a mechanical problem with the meter not the cell. I don't remember exactly what is in the meter but electrical meters sometimes jam due to magnetic particles getting into the coil or sometimes just static electricity on the glass face. The latter often responds to wiping the glass with a cloth dampened with a little water with dishwashing detergent in it.
