Yes. A slow film like Velvia should keep for about 10 years if kept frozen. Color balance will probably slowly shift towards magenta and you might expect it to be 1/3 or 1/2 stop slower in ten years. If it was a B&W film it would probably keep for 30 years with a slight increase in base fog and gradual loss of 1/2 to 1 stop of speed.
