Yes. Increasing development time will just bring any fogging up. Normal time should result in sufficiently contrast. There are techniques for processing very old film and there was and maybe still is an outfit that specializes in it. They use a secret formula (but I think I know what they do). They have had some remarkable success but I don't think anything heroic is needed here. You will, of course, tell us the result of your adventure.

Ooh, Thank you! I did assume I would have to add time to development. Glad you said that. So you believe I can use HP 5+ developing times?

I meant without added anti-fog or special times or anything like that. Develop as you would fresh film. There will be some fog but this is fast film which always has a little fog.

Richard, >>Straight development is best,<< By “straight development“, do you mean stock developer as opposed to 1:1?
Thank you both, Robert and Richard.

I have a data sheet for HP-5+  I think there can't be much difference between it and HP-5   For ID-11, diluted 1:1 time at 68F is 13 minutes. ID-11 is essentially identical to D-76. The sheet does not give specific agitation recommendations however it seem to me that for spiral tanks Ilford recommends 10 seconds once a minute as opposed to Kodak who recoments four inversions in five seconds once ever 30 seconds. My experience is that there is little difference.
Straight development is best, any attempt to suppress fog will also suppress some of the latent image. While there will be some fog you will probably get printable negatives. Uniform overall fog just increases printing exposure time.

Unless they were kept in your car, I would just develop them normally.
