Develop as you would fresh film. There will be some fog but this is fast film
which always has a little fog.

ID-11 is essentially identical to D-76. The sheet does not give specific
agitation recommendations however it seem to me that for spiral tanks
Ilford recommends 10 seconds once a minute as opposed to Kodak who
recoments four inversions in five seconds once ever 30 seconds. My
experience is that there is little difference.
Straight development is best, any attempt to suppress fog will also
suppress some of the latent image. While there will be some fog you will
probably get printable negatives. Uniform overall fog just increases
printing exposure time.
