As a dog lover I can tell you that one of the best ways to "talk down" a suspicious person with a dog is first to talk to the dog in a friendly, familiar way, and then tell the owner how beautiful, wonderful, cute, magnificent their dog is. Ask what the dog's name is, the breed or mix, etc. You can even ask if you can make a photograph of the person and the dog. Most dog owners lover their dogs and react positively to anyone who treats their dogs with respect and affection. It is *much* easier to talk to a stranger with a dog than a stranger without a dog...
