That would be in control panel under accessibility settings I believe.

I entered on the MicroSoft API and got a different voice.  It is male and is
better than the original voice, but not very good.  How do I get to the list
of voices to find Anna?

If you have the sapi voice installed, it's the microsoft sapi, then you 
choose anna as the person.
I've also heard whispers of an eloquence thing floating around for it, 
but I'm not sure if that's legal or if someone can give it to you.
