You could probably install Anna from somewhere on the web, but I believe the only OSes she comes preinstalled in are vista and 7.

I found three voices. One was Michael, one was Michelle. There was a word before their names, but I couldn't understand it. The only one that said MicroSoft was Sam.

Michelle sounds the best of all of them.  However, how can I find Anna?

The preferences menu has two voice setting items. Synthesizer is where
you select which synth (sapi, eSpeak, and so on) to use, and voice
settings is where you choose which voice in that synthesizer to use.

I entered on the MicroSoft API and got a different voice. It is male and is better than the original voice, but not very good. How do I get to the list
of voices to find Anna?

If you have the sapi voice installed, it's the microsoft sapi, then you
choose anna as the person.
I've also heard whispers of an eloquence thing floating around for it,
but I'm not sure if that's legal or if someone can give it to you.

You can change the synthisizer to Microsoft Anna.  It is certainly more
understandable.

It is in the menus.
