No I don't think so, I can't send a picture, PCtechtalk apparently doesn't
allow attachments.

I don't think I have a time sync program installed,  at least I don't recall
any , I looked at the last tab on the clock box, (the internet time tab)and
it says

time.windows.com
or
time.nist.gov

Mine is set on time.windows.com, I have no idea if this affects anything or
not?

Interesting.  Do you have any time sync or time checking software installed
that might obviate the need for the time zone setting OR has its own TZ
setting that might conflict with Windows?

A picture might help, and certainly won't hurt.
