Wouldn't testing fall under the licensing allowances for any non-production
use testing? Did anyone buy partitioning, for example, before they tested
it?

The oddity of multi-tenanting architecture and licensing is that without
licensing multi-tenanting how can you test how multiple MPDs work with each
other and the CPD without being allowed to use more than one PDB

Of course, if you are using multiple schemas but only one PDB, you don't
need to pay extra for it (the core architecture).
