  As this is NON-RAC  environment where only ASM instance is running to support 
single instance. Here is the $ORACLE_HOME/log/hostname/cssd/occsd.log file

  The system crashed at 12:26 as shown in last|more command

  So nothing is recorded in ocssd.log file after system crashed

       I too had this problem. But in my case /tmp was 100% full. After 
clearing /tmp, I was able to access it.

  Any suggestion as this happen few time and last time I used the following
  $ORACLE_HOME/bin/localconfig reset /home/oracle/10.2.0
