Good question Bob.

I can only hypothesize that they need to know how many actual sales take place to deal with the phase 2 part of the program. There are two pots of money - the second kicks in IF consumers actually buy about $1 billion in DTV convertors. If there were no time limit on the coupons it would be difficult to know what the potential sales figures might be.

In other words, they could give out coupons equal to the Congressional appropriations, but a sizeable percentage of those coupons might not be redeemed. By putting a time limit on them, they can re-issue coupons equal to the number that are not redeemed.

That's my guess and I'm stick'n to it!
