Bert, THAT is because the FCC set the NTSC transmission standards way back in 1941. When those standards were modified by 1000/1001 for color in 1953, ALL those older sets could still receive the color transmissions in B&W while the new color sets got them in color.
There are NO standards like that one these days. That is because the FCC is now leaving it up to the marketplace to decide....More of that so called collusion between Big Business and the Congress Critters I s'pose.
