I have two comments on this thread:

1. White-tailed Kites increased in NW Oregon until the harsh winter storm
of Christmas 2008. Everywhere north of Polk (Benton?) county got 15" of
snow that lasted ~ 3 weeks. Notice the drop to single digits in Jeff
Fleischer's data. The good number for that winter was in November 2008.
The best number for the next winter didn't happen until Jan 2010. In
Yamhill county we didn't see any kites from Dec 2008 until July 2010. The
birds simply couldn't hunt in the deep snow. They had to move south or die.
I think they are slowly rebuilding.

2. Judy Meredith & I say young Red-shouldered Hawks in the summer at Paisley
in the 1993. I thought they were locally raised, they were still begging.

I know this has been a thread related to breeding situations throughout
Oregon for White-Tailed Kites but I thought you all  would be interested in
the Kite numbers that we have found in the Tillamook area during the 11
winters that we have been surveying the area as part of East Cascades
Audubon Society's Winter Raptor Survey Project.  The majority of bottomland
in the Tillamook area has been surveyed as part of two routes that basically
cover east and west of Hwy 101.  The following results have been collected
and the numbers reflect the month each winter when the peak number was
recorded for the routes combined:

2004-05     20     February
2005-06     29     January
2006-07     16     November
2007-08     11     January
2008-09     10     November
2009-10      7     January
2010-11      5     January
2011-12      8     January
2012-13     15     December
2013-14     16     November
2014-15     12     December and January

When the two routes were surveyed this month for the beginning of this
winters survey activity, the 25 Kites that Dawn alluded to was a welcome
figure for sure, hoping for a higher count on another month this winter! :) 
Kinda looks like a cyclical pattern expressing itself this winter,

Regarding White-tailed Kites - it's interesting to note that up to 25 WTKI
were observed on the two Tillamook County Raptor Surveys this month, two
were photographed by the Kralls engaged in mid-air coupling that could be
mating or territorial. Jeff Fleischer can correct me if I'm wrong, but this
is a significant number of WTKI observed compared to the past 10 years
(since 2006). Possibly a one-time thing but worth watching. dawn vLincoln

provided information. Sounds like breeding RS Hawks continue to expand there
range all the way into SW WA but WT Kites breeding range has actually shrunk
in the last decade.  Interesting stuff. Next question- does anyone know if
Red-shouldereds are breeding anywhere in E. Oregon, records have really
increased in the last decade? Merry Thanksgiving all!
