For your purpose, a router with a built in switch.
To clarify, switches/hubs on their own are devices used to connect
computers together on a network - whether an internet connection is
present/required or not.

True, but these days the line is quickly being blurred by the cheap SOHO
routers that are widely available. They all come with built-in switches.
