It'll be because the html file will contain a link to the logo rather than
the logo itself.  You need to embed the logo within the doc - which you
could do by means of creating a Word signature rather than an html one if
you prefer.

Hi everyone,
Here's yet another Outlook XP question for you.  I am having a hard time
getting my email signature to work properly.  At our company we have a
signature format we all use, with our company logo and some text for the
name, position, phone number, etc.  When I create the signature in
Outlook, it launches FrontPage when I choose Advanced Edit.  My problem is
that our logo is a bitmap file -- I can put the whole thing together just
beautifully in FrontPage and save it in .html format, but when it closes
FrontPage and goes back to the signature function in Outlook, the logo
doesn't show up -- it's just a box with a red X in the corner (the kind
you see when you load an Internet page with a photo that's not working
properly).  I hope that description of the problem makes sense. If not
please ask and I'll try to clarify.  Any bright ideas out there?
