Yeah, you and your buying mates aren't being screwed by MS there. You're
being taken advantage of by that business. I can think of two ways you can
help this poor fellow and his company out of their problem. First, I'm
pretty sure that Microsoft is used to having its products misrepresented.
Happens all the time. I'm equally positive that they are extremely
sensitive to retailers using that sort of misrepresentation, too. In fact,
MS won't even bother to sell you a copy of 97 or a license for it. To back
that up, they do have programs in place to help retailers do something
smarter with those old version shrink wraps on their shelves AND one of
the things is to help them understand their costs are not in the box but
in the price of the license.

So, let Microsoft know about this retailer who is in serious need of
education, consult your local laws about that sort of misrepresentation
(in this case, they are knowledgeably misrepresenting the product and
that's really ugly) and take your money elsewhere. As a buyer, you have
that choice at the very least.
