Ken - Can you use adjustable jacks and/or wedges to hold the loco up (by the frame if possible) and while it is running gradually lower it to put weight on the drivers until it stalls? Then maybe you can study the geometry at the point of stall and figure out what is binding or going misaligned. You say "10 pounds of steam"....do you really mean steam, or are you still running under air pressure? Differential expansion under heat may be part of the problem if you really are firing the boiler and using steam. On another board the suggestion was made that inadequate lubrication (aka not enough steam oil going to the cylinders) can really have an adverse effect on performance. Good luck!
