Did he?

All of his boiler drawings that I've seen had everything fully bushed,
except for 8BA or 9BA holes for securing things like the firedoor - and
I'm talking about designs such as that for Maisie's boilers, and didn't he
design that in the 1930's.

Helen Long's boiler I also thought was similarly well designed, and this
was one of his 1920's designs.

What of his boiler designs are you thinking of, as it would seem odd if
he went from designing like this around 1930, to being less 'careful'
later on?
