In Active Directory cyg_server è membro di Administrators, Domain
Admins, e Domain Users.

Dovrebbe essere anche membro del gruppo Administrators locale.

Verificato. Lo è.


Comunque, io darei un'occhiata anche a:
1) Impostazioni antivirus e firewall, forse bloccano la porta 22 in ingresso.
Sono due macchine nella stessa subnet, non ci sono blocchi niente AV per ora...

2) Consulta il log di Sistema; se su EventViewer non trovi niente relativo
alle connessioni ssh rifiutate, è probabile che valga il punto 1)
3) Prova ad aprire la shell cygwin e fare un
ssh localhost

Mi chiede la password e poi dice Connection to localhost closed.

In verbose dice questo:
