[liblouis-liblouisxml] Python bindings for liblouisutdml

It would be nice if we had Python bindings for liblouisutdml The library 
is intended for use in any aplication that needs braille transcription 
facilities. Eventually it will support everything needed for Braille 
production. It is the Braille engine of BrailleBlaster, which is written 
in Java. However, it could be the braille engine for applications 
written in almost any language if appropriate bindings are available.

liblouisutdml has many more functions than liblouis. Its bindings could 
include the Python bindings for liblouis.
