The error message you are getting means you are blocking active-x controls
in your browser's security settings.

You need to go into IE tools/internet options and hit control + tab until
JAWS says "Security tab." Then tab until you hear "custom level" and hit
enter on that button.

Once the next window opens, tab until you reach a tree-list. Arrow down
until you find the Active-x controls section, and check the box that says
something about allowing active-x. Tab to the okay button, hit enter and
find the next okay button, etc. until you are out of the Internet options
screens, and you are done.
